Introduction

The Strategy & Analytics Group within the Unit for Teaching and Learning is dedicated to providing the evidence that drives decisions about teaching at ETH Zurich. The team manages university-wide initiatives such as documenting teaching engagements (QdL), estimating the capacity of the education system to maintain quality as it scales (Capacity Calculation), and identifying trends that will influence higher education (Trend Radar). Our work transforms internal data into actionable insights for departments and the Rectorate.

We are seeking a Quality of Education Officer to spearhead the development of ETH Zurich's institution-wide framework for quality in education. In this project position, you will guide the framework from initial concept to integration in university practice.

This is a fixed-term position for a maximum of two years. Start date: to be determined, as soon as possible.

Project Background

Quality assurance for teaching and learning at ETH Zurich is currently divided among 16 departments and various central units, each using its own standards, instruments, and rhythms. While much of this work is commendable, there is a lack of a unified understanding of what quality means and alignment across the assessment processes and measures utilized.

The Quality of Education Framework project aims to consolidate these elements into a cohesive framework featuring a shared core and adaptable aspects. This alignment will facilitate departments in comparing and enhancing each other's practices, ensure relevance to ETH's support processes and management tools—both current and in development—and enable ETH to address accreditation obligations with a unified approach to quality in teaching and learning.

This framework will draw from established literature in higher education quality and will be aligned with ETH's accreditation standards. A pilot focused on select quality assurance processes will lead to its initial implementation in 2027.

Job Description

You will be responsible for the conceptualization, implementation, and institutional integration of the Quality of Education Framework. Your role includes:

• Conceptualizing and designing the framework: defining quality, identifying dimensions, indicators, and associated quality assurance processes applicable across all 16 academic departments and central bodies, with adaptable elements for departmental specifics.
• Mapping existing quality assurance standards and quality management processes across central units and departments, harmonizing these into the new framework.
• Ensuring the framework's compatibility with ETH's existing support processes and management instruments.
• Enhancing the framework’s adoption with departmental quality assurance representatives, external partners, and accreditation bodies.
• Preparing reports, analyses, and expertise regarding the framework and its rollout for management, the Rectorate, and academic departments.
• Representing the framework in committees focused on strategic quality-of-education issues and supporting the Head of Strategy & Analytics with strategic quality assurance matters.
• Conducting the pilot project that leads to the first implementation in 2027, followed by coordinating the institution-wide rollout and embedding the framework across departments and central units.

Your Profile

• A Master's degree from ETH Zurich, a university, or an FH Master's degree with equivalent knowledge in education sciences, higher-education studies, public administration or policy, social sciences, or a related field.
• In-depth expertise in quality assurance and quality management in higher education, supported by substantial practical experience—ideally involving the design and implementation of a framework or policy.
• Familiarity with accreditation requirements (HFKG/AAQ or comparable).
• Proven ability to navigate a large, decentralized organization, leading negotiations where interests may differ.
• Experience in project management and change processes, including collaboration with external consultants and procurement.
• Proficient in survey design and data analysis tools.
• A detailed understanding of ETH Zurich's processes and organizational structure, or the ability to quickly acquire this knowledge.
• Fluency in both German and English; much of the work will involve German-speaking departments and central units.
• A conceptual, evidence-based thinker who communicates sensitive topics clearly to diverse audiences.
