Job Opportunity: Programme Officer (50-60%)

International Blue Cross (IBC) is seeking a dedicated and innovative professional to join our Christian value-based organization as a Programme Officer. This position is subject to continuing project funding, with an initial contract duration of 24 months and the possibility of extension depending on funding availability.

The International Blue Cross (IBC) is a politically and denominationally independent non-governmental umbrella organization uniting 37 national Christian value-based organizations across Africa, Asia, Europe, and Latin America. IBC and its members dedicate themselves to supporting some of the world's most excluded and vulnerable populations. We focus on tackling alcohol and other substance-related social and developmental challenges through prevention, treatment, and aftercare programs.

Besides implementing international development cooperation programs, IBC engages in alcohol policy advocacy and holds consultative status at the UN ECOSOC. Our international team coordinates projects and advises national partner organizations worldwide on project implementation and financing. IBC is ZEWO-certified and is a proud member of the Community of Cooperation KoGe and INTERACTION.

Job Description

Based in Bern, the successful candidate will:

  • Collaborate with other IBC Programme Officers to manage selected international development and cooperation programs, focusing on alcohol and substance prevention as well as vocational skills interventions for youth and vulnerable populations, particularly in French-speaking Africa (Togo and Congo Brazzaville).
  • Establish and maintain structures and tools for planning, implementation, monitoring, and evaluating progress against plans within the PCM framework.
  • Analyze country reports and prepare timely, high-quality reports for donors.
  • Produce summaries, annual reports, and communication materials in French and English, as well as other languages depending on your skills.
  • Provide coaching and capacity strengthening support to local project partners.
  • Identify, assess, and mitigate program risks.
  • Maintain effective relationships with institutional donors and ensure compliance with reporting requirements.
  • Support the General Secretary in member support and the Moodle Academy, particularly for French-speaking members.
  • Assist the Finance Officer with basic financial administration tasks.
  • Contribute program input to fundraising proposals and communication materials.
  • Carry out additional tasks as needed for the smooth operation of IBC.

Job Requirements

  • Master's degree in a relevant field.
  • Working experience in development cooperation, preferably with grassroots organizations; experience in Sub-Sahara Africa is an asset.
  • Excellent knowledge of results-based management and Project Cycle Management.
  • Strong skills in coaching project partners and aggregating data.
  • Full professional proficiency in French and English; proficiency in German is a plus.
  • Exceptional writing and storytelling abilities in French and English.
  • Excellent communication, interpersonal, and networking skills.
  • Commitment to working within a Christian value-based organization, particularly in the area of alcohol and other drug prevention among vulnerable populations.
  • Team-oriented, proactive, solution-focused, and capable of working independently in a multicultural environment.
  • Willingness and ability to travel internationally.
  • A valid Swiss work permit.
