Position Overview: EU HTA Submission Lead

The primary objective of the EU HTA Submission Lead is to ensure the effective management of EU joint Health Technology Assessment (jHTA) processes and deliverables for key assets. This role requires close collaboration with cross-functional partners across the matrix to optimize patient access in Europe and Canada. The position involves leading the planning, drafting, and submission of JCA dossiers, including managing upstream PICO surveys and consolidating results.

Key Responsibilities

  • Submission Planning: Lead the creation of comprehensive JCA submission plans, highlighting milestones and interdependencies for global cross-functional teams.
  • PICO Planning: Ensure timely completion of PICO planning exercises while mapping evidence gaps against requirements and supporting trade-off discussions.
  • Stakeholder Engagement: Manage relationships with EU bodies, including the Commission Secretariat and HTA Coordination Group, serving as the primary contact for JCA and JSC-related topics.
  • Internal Guidance: Provide guidance to internal functional teams and facilitate workshops on HTA developments to enhance collaboration and visibility across functions.
  • Advocacy: Champion EU jHTA needs within Takeda, advocating for resources to support regional activities, particularly for assigned assets.

Required Qualifications and Skills

  • University degree in life sciences required; advanced degree preferred (e.g., MA, MBA, MPH, MPA).
  • 10+ years of pharmaceutical experience, primarily in market access and HTA roles.
  • Strong understanding of the HTA environment, methods, evidence generation, and payment policy in Europe.
  • Proven leadership experience in cross-functional teams, fostering collaboration in a matrixed environment.
  • Experience in conducting HTA landscape analysis and developing strategic plans.
  • Proficiency in using advanced tools, including generative AI, for complex dossier planning and review.
  • Excellent communication and presentation skills.
  • Direct HTA experience, ideally with AMNOG and/or HAS/CT.
  • Preferred experience in LOC HTA or global roles, especially in France/Germany.
  • Strategic and project planning expertise in HTA contexts, preferably in France/Germany.
  • Ability to review clinical and health economic literature relevant to EU jHTA.
