Overall Responsibilities:
Lead a team of staff to implement PSI’s Program of Action (PoA) across PSI's five sectors, integrating PSI's Organizing, Trade Union Rights (TUR), and Union Development (UD) work. You will develop, implement, and monitor global strategies in these areas to strengthen PSI affiliates and build their influence, including representing PSI and its affiliates' interests in relevant international forums. Additionally, oversee PSI’s external funding relations to ensure that funding is utilized to advance PSI's objectives.
Key Responsibilities:
Strategic
- Support sectoral officers, the organizing director, and TUR officer in developing, implementing, monitoring, and evaluating their policies, strategies, and work plans.
- Assist the UD team in maximizing external support for PSI objectives, including maintaining and developing high-level relationships with donors.
- Collaborate with affiliates to determine priorities related to this position, including through sectoral committees and the organizing advisory committee.
- Formulate strategies for building alliances with civil society and other labor organizations to achieve PSI's objectives.
- Develop and implement strategies to influence international institutions (such as the ILO, WHO, and employer organizations) and governments in relevant areas.
- Ensure the integration of PSI’s social and economic policies, campaigning efforts, and organizational objectives into the team's work.
- Align activities with regional plans and operations, and monitor developments at both national and international levels to formulate policy positions and resources for affiliates.
Support PSI’s Growth Strategy
- Monitor organizational performance and prepare reports for PSI governance bodies.
- Collaborate with heads of other PSI departments (including communications, HR, and finance) on critical strategic and operational issues.
- Coordinate with regional staff on key strategic and operational issues.
Management
- Oversee staff within areas of responsibility and support their coordination and development.
- Develop, monitor, and oversee budgets for relevant work areas.
- Provide strategic and organizational advice to the General Secretary and contribute as a member of the Senior Management Team.
Other
- Perform other duties as assigned by the General Secretary.
Supervision:
This position will report directly to the General Secretary or their delegate. You will supervise sectoral and TUR officers, the organizing director, UD officers, and any other staff involved in the areas of responsibility.
Cross-Functional Links:
This role will require close collaboration with regional secretaries, the senior management team, and other department heads.
Employment Conditions:
Position based at PSI Global Headquarters in Ferney Voltaire, France, or in Geneva, Switzerland. This is a full-time permanent contract, and significant out-of-hours work may be required. The final location will depend on the employability of the preselected candidate. The annual gross salary will be according to PSI compensation (divided into 13 monthly payments) along with secondary benefits based on PSI policy, and is subject to local conditions. Starting date is as soon as possible.
Selection Criteria:
Content Expertise:
- Strong understanding of trade union rights issues (international context preferred).
- Solid grasp of issues affecting public service unions in PSI’s five sectors (health sector expertise is an advantage).
- Commitment to public services and their viability (experience in anti-privatization campaigns is a plus).
- Knowledge of labor organizing strategies in both formal and informal sectors.
- Broad understanding of trade unions globally, especially public service trade unions.
- Familiarity with the international donor environment, particularly for trade unions, is advantageous.
- Advanced degree in social sciences, labor studies, or equivalent experience.
Skills and Attributes:
- Strategic: Ability to foster strong relationships with affiliated unions and funders.
- Proficient in labor organizing, campaigning, and advocacy.
- Experience in project management, planning, and evaluation methodologies.
- Competent in campaign planning and implementation, preferably at the international level.
- Ability to design and deliver capacity-building programs.
- Skilled in coordination within democratic alliances.
- Adept at supervising and coordinating research for advocacy purposes.
- Strong participatory facilitation, analytical, and problem-solving skills.
Internal Coordination and Governance:
- Ability to work collaboratively in a dispersed global organization.
- Strong time management and task coordination capabilities without direct supervision.
- Demonstrated experience in drafting accurate reports for accountability purposes.
Management:
- Strong team player with effective communication skills and the ability to build cohesion among diverse colleagues.
- Proven skills in management, including team building and mentoring.
- Strong budgeting skills and familiarity with external audit systems.
- Adequate knowledge of procurement, anti-corruption, and safeguarding policies is a plus.
Other:
- Commitment to gender equality and experience in advancing gender equality within organizations or movements.
- Willingness to travel globally.
Experience:
- Minimum 10 years of experience in the trade union movement or civil society at national, regional, or global levels.
- At least 5 years of experience in staff management, preferably within a union.
- Broad experience in organizing, trade union rights, and project/campaign coordination, ideally at a senior level in a public service trade union.
- Experience advocating for workers' rights at government or intergovernmental levels.
- Experience managing externally funded activities is preferred.
- Experience in one of PSI's sectors is advantageous.
Languages:
Fluency in written and spoken English is essential. Proficiency in other PSI languages such as Spanish, German, Japanese, or French is an advantage.
