Job Opening: Cost Controls Chief

ENKA Investment AG is seeking a dedicated Cost Controls Chief for its planned data center project in Beringen, Schaffhausen. In this pivotal role, you will lead the implementation and maintenance of the project cost controlling system, collaborating closely with the Swiss project organization and ENKA’s headquarters in Istanbul.

Required Knowledge and Qualifications

• Degree in Engineering, Quantity Surveying, Construction Management, or Economics
• 5+ years of cost control or project controls experience on major capital projects; experience with mission-critical or data center facilities is strongly preferred
• Construction and commissioning-phase site experience on complex, multi-discipline projects (high-voltage electrical, mechanical, civil)
• Proficiency with IFS (ERP) and MMS, in addition to standard cost management and reporting tools
• Proven ability to manage committed and realized costs across a large supplier and subcontractor base
• Solid understanding of change and claims management, as well as internal and external benchmarking for cost estimating
• Professional fluency in spoken and written Turkish and English. Turkish is required for daily technical meetings and reporting with ENKA’s Istanbul headquarters; English is essential for the international project team and technical documentation
• Strong communication, reporting, and stakeholder coordination skills

Main Duties and Responsibilities

• Develop, implement, and maintain the project cost controlling system
• Control and report project costs and budgets across design, procurement, construction, and commissioning
• Prepare cost estimates and program cost plans, supported by consistent internal and external benchmarking data
• Control committed and realized invoices from manufacturers, suppliers, and subcontractors
• Monitor and control project cash flow and bank movements
• Collaborate with project teams to forecast out-turn costs, identify cost-reduction opportunities, and drive value-engineered solutions
• Evaluate Change Notices and Claims in partnership with project teams
• Ensure the coding structure for material requests complies with project requirements
• Maintain backup documentation for daily, weekly, and monthly cost reports
• Ensure compliance of all works with QA procedures
• Ensure compliance of all works with HSE procedures
