Job Title: Chief Operations Officer (COO)

Requirements:

  • Years of Work Experience: At least 15 years of proven experience with progressive managerial responsibilities in operations.
  • Work Experience: Previous successful experience as COO or equivalent, overseeing multiple support departments at the organizational level, including finance, grants management, and HR.
  • Management Experience: Proven senior management experience in an international non-profit organization, both in the field and at headquarters. Experience in managing research-oriented organizations is preferred.
  • External Engagement: Demonstrated ability to nurture, coordinate, and operationalize partnerships with various stakeholders.
  • Experience in Managing Organizational Change: Proven ability to lead cross-cutting organizational change initiatives.
  • Experience in Managing Risks: Expertise in risk identification, mitigation, and problem resolution.
  • Travel: Willingness to travel regularly, including to challenging environments.
  • Level of Independence: A self-starter with a strong ability to work autonomously.
  • Cross-Cultural Work Environment: Ability to thrive in a diverse and flexible cross-cultural environment.
  • Academic Qualifications: Excellent academic credentials, ideally with a university degree in a relevant field.
  • Language Skills: Fluency in English and French is required.

Position Profile:

As a vital member of IMPACT’s leadership team, the Chief Operations Officer (COO) will lead a pivotal phase of organizational development. The COO will steer the organization’s support functions, including finance, human resources, grants, projects and partnerships, logistics, travel, audit, transparency and compliance, information systems and IT. By fostering a culture of collaboration and shared vision, the COO will ensure that IMPACT’s objectives are met efficiently, drive transformative solutions, strengthen partnerships with ACTED and other key stakeholders, and promote the optimal use of resources for maximum impact.

The COO will develop and implement systems for identifying and mitigating risks at all levels, from individual projects to the broader organizational strategy. By cultivating leadership across teams and consistently enhancing processes, the COO will play a crucial role in improving IMPACT’s effectiveness and sustainability. Reporting directly to the CEO, the COO will facilitate agile decision-making and strategic alignment, keeping the CEO informed and flagging key concerns and opportunities during this dynamic period of transformation and innovation.

Responsibilities:

  • Contribute to strategic reflections and discussions while driving necessary organizational change as a core member of IMPACT’s leadership team.
  • Oversee the implementation of the operational aspects of the organizational strategic plan, ensuring alignment with overall objectives. The COO will support and hold accountable managers for executing their operational strategies, centralizing strategy progress, learning, and updates for the CEO.
  • Provide direct oversight of IMPACT’s operations at both global and country levels, coordinating with key operational partners, including ACTED and others. This involves guidance, performance monitoring, and ensuring alignment with overall organizational goals.
  • Develop and implement operational models for IMPACT, including establishing and overseeing country and multi-country offices, while defining the necessary structure, processes, and resources.
  • Act as the security focal point for country missions, monitoring security circumstances, coordinating with IMPACT Country Representatives/Coordinators, and managing security incidents in collaboration with ACTED.
  • Ensure the definition, implementation, and continuous improvement of IMPACT’s processes and procedures, promoting effectiveness, efficiency, quality control, and compliance with legal and donor requirements.
  • Develop systems for risk identification and mitigation at global, department, country, and project levels, tracking and ensuring appropriate responses to identified risks.
  • Facilitate coordination, communication, and learning across the organization, promoting a culture of collaboration akin to a learning organization.
  • Ensure the efficient and effective use of resources throughout IMPACT, including financial, human, and intellectual resources.
  • Identify and nurture leadership and management capabilities throughout the organization.
