Job Requirements
We are seeking a highly qualified candidate with the following qualifications:
- Work Experience: A minimum of 15 years of proven experience with progressive managerial responsibilities in operations.
- Previous Positions: Successful experience as a COO or equivalent, overseeing multiple support departments at an organizational level, including finance, grants management, and human resources.
- Management Experience: Senior management experience in international non-profit organizations, both in the field and at headquarters. Experience in managing organizations that also produce research is preferred.
- External Engagement: Proven experience in nurturing, coordinating, and operationalizing partnerships with other stakeholders.
- Change Management: Experience leading organizational change initiatives across different levels.
- Risk Management: Proven ability to identify and mitigate risks while resolving problems effectively.
- Travel Requirements: Willingness to travel regularly, including to challenging locations.
- Independence: A self-starter with a strong ability to work independently.
- Cross-Cultural Environment: Ability to function effectively in a cross-cultural environment with a flexible approach.
- Academic Qualifications: Excellent academic credentials, ideally including a university degree in a relevant discipline.
- Language Skills: Fluency in both English and French is required.
Position Profile
As a vital member of IMPACT’s leadership team, the Chief Operations Officer (COO) will lead an exciting new phase of organizational development. The COO will drive the next chapter of IMPACT by managing the organization’s support functions—encompassing finance, human resources, grants, projects and partnerships, logistics, travel, audit, transparency and compliance, as well as information systems and IT. This role requires fostering a culture of collaboration and a shared vision while overseeing operations at both global and country levels, ensuring that IMPACT's objectives are met efficiently. The COO will enhance transformative solutions, strengthen partnerships with ACTED and other key stakeholders, and promote efficient resource utilization to maximize impact.
The COO will develop and implement systems aimed at identifying and mitigating risks across all levels, from individual projects to the broader organizational strategy. By cultivating leadership within teams and continuously improving processes, the COO will significantly enhance IMPACT's effectiveness and sustainability. Reporting directly to the CEO, the COO will ensure agile decision-making and strategic alignment, keeping the CEO updated on key concerns and opportunities during this dynamic period of transformation and innovation.
Responsibilities
The Chief Operations Officer’s responsibilities include the following:
- Contributing to strategic discussions and reflections while driving necessary organizational change.
- Overseeing the implementation of operational aspects of the organizational strategic plan and ensuring alignment with overall objectives and priorities.
- Providing direct oversight of IMPACT’s operations at global and country levels, while coordinating with key operational partners, including ACTED and other hosts and downstream partners.
- Developing operational models for IMPACT, including the establishment and oversight of country and multi-country offices by defining the structure, processes, and resources necessary for effective operations at the regional level.
- Acting as the security focal point for country missions, monitoring security developments, and managing security incidents in close collaboration with ACTED.
- Ensuring the definition, implementation, and continuous improvement of IMPACT’s processes and procedures, promoting effectiveness, efficiency, quality control, and compliance with legal and donor requirements.
- Identifying, mitigating, and addressing risks at all levels, ensuring that risks are tracked and appropriate mitigation strategies are employed.
- Providing oversight and resolution of key risks and challenges whenever necessary.
- Promoting coordination, communication, and learning across the organization.
- Encouraging the efficient and effective use of resources throughout the organization.
- Identifying and nurturing leadership and management across various teams.
